Milton Friedman Video Clips, April 4, 2005A highlight of the 2005 meetings of the Association of Private Enterprise Education (APEE), was a video conference with Milton Friedman in honor of the 50th anniversary of the publication of Friedman's Capitalism and Freedom. The video conference occurred on April 4, 2005 at the conference in Orlando. My video clips below are of poor quality, taken with a camera designed for still-shots, not videos. The camera sometimes cut off recording without me being aware, so that several of the clips end abruptly.
The president of the APEE during 2005 was Robert Lawson, who graciously encouraged me to make these video clips more widely available. (Lawson also edited and posted versions of these clips to the APEE web site.)
MVI_6731.AVI Discussion of Capitalism and Freedom. Reduction of regulations in some areas, growth in others. Changes he would make if he were writing today.
MVI_6732.AVI Monopoly. Monopoly is better than the alternatives that involve government. Henry Simons saw how badly government regulation worked; he endorsed government ownership. Friedman and Stigler came out in favor of private monopoly as the least bad option.
MVI_6733.AVI Social Security is a policy that cannot be justified. He applauds Bush's moves, but Bush does not go far enough. Social Security is cruel and unusual punishment for those who die early. Abolition is politically infeasible. But we need to move in that direction.
MVI_6734.AVI Just a question (cuts off before answer) by someone named Lopez, on dollarization.
MVI_6735.AVI What is your greatest satisfaction; and which is your greatest disappointment, in the way policy has evolved since the publication of Capitalism and Freedom. His greatest satisfaction has been the achievement of a volunteer army to replace the draft. His greatest disappointment has been the failure to reverse the role of government.
MVI_6739.AVI Education. Another disappointment has been the failure to get educational vouchers adopted. The public supports vouchers, but teachers' unions oppose them. If the government is going to subsidize anything, it should subsidize the pupil, not the school. Ideally, parents should be responsible for educating their children, just as they are responsible for feeding and clothing them.
MVI_6740.AVI Why ideas of Capitalism and Freedom haven't spread more, and what can we do to help spread these ideas? He says that's a big order. The most important area, is in education. A socialist education system, will teach the principles of socialism. That's why he has been so interested in introducing more parental choice in education. Education is one of the few areas in the U.S. that is performing worse than it was 100 years ago.
MVI_6741.AVI Education continued. Brief sentence about how difficult a task it is.
MVI_6742.AVI Health policy. Would complete privatization also benefit other programs besides Social Security? There's a good case for voucherizing medical care. One of the few good ideas recently is the introduction of health savings accounts on a permanent basis. Why should government be involved in medical care? Food is more important. Why doesn't government control global food? (To some extent, they do; but not to the extent they control medical care.)
MVI_6743.AVI Drug policy. Would you legalize illegal drugs; and would you change the FDA? Is this important or a side issue? No it's not a side issue. Drug prohibition does tremendous harm, much of it outside this country. Also, it fill our jails, it corrupts the police. Cigarettes do far more harm than marijuana. It's peoples own business if they want to smoke or use drubs
MVI_6744.AVI Drug policy continued. The regulatory excess of the FDA. There's no role for the FDA, but following the policy of incremental change, if the FDA were limited to testing for safely, not efficacy, this would greatly reduce the costs of bringing new drugs to market.
MVI_6745.AVI Concluding thanks to Friedman. He is applauded and he applauds at the end.

Note: The above three sections are from the second, third and fourth (of four) plenary sessions at the 2007 meetings. I regret that I missed the first plenary session due to my taking time to work on reviewing my own presentation that I was to give at a later session. From those in attendance I heard very good reports of James Tooley's presentation at the first plenary session. His presentation was entitled "Free Enterprise, Education and the Poor: How Budget Private Schools are Making Educational Poverty History." |
